From a distance, it looked like a city work crew was cutting down eucalyptus tree branches overhanging a stop sign and a no U-turn warning across the street from Serrania Elementary School in Woodland Hills last week.
Yellow tape and red cones blocked pedestrian traffic and the guy up on the ladder doing all the work was wearing a bright orange safety vest and hard hat.
But something didn't look right. If it was a city work crew, where were all the other guys leaning on their shovels watching the guy on the ladder doing all the work?
